Timeline N04

Discovery of gas field N04
2020

In 2020, ONE-Dyas discovered that natural gas can be extracted from a new small field: Field N04. It is highly likely that other small fields can also be developed in the vicinity of this field.

Publication of the Intention and Participation Document & draft NRD
3 April 2026

The Intention and Participation document (V&P) outlines the intention to extract natural gas from block N04-A in the North Sea and sets out how ONE-Dyas will inform citizens, businesses, civil society organisations and various administrative bodies about the project. The draft NRD was published at the same time as the V&P. The draft NRD sets out the research plan for the Environmental Impact Assessment (EIA) to be drawn up for this project. Both publications are available for inspection from Friday 3 April to Monday 18 May. During this period, it is possible to submit comments. Documents can be viewed and comments submitted via the project page on the website of the Netherlands Enterprise Agency.

NRD Publication
10 September 2026

The Scope and Level of Detail Memorandum (NRD) for N04 has been published. It sets out the final framework for the Environmental Impact Assessment (EIA) for this project. The responses to the draft NRD have been incorporated into this document. The comments on the draft NRD and the responses from the Dutch Ministry of Economic Affairs and Climate (EZK) can be found on the project page on the website of the Netherlands Enterprise Agency (RVO). You will also find the updated Participation Plan there.

Publication of the environmental impact assessment for gas extraction at N05-A
2026/2027 (expected)

ONE-Dyas is currently commissioning an environmental impact assessment (EIA). The EIA describes all possible effects on the environment. It also determines the extent of any impact, whether this impact can be considered acceptable, under what conditions this is the case, and how any adverse effects can be mitigated. The studies follow the same approach as previous studies for the N05-A project, as advised by the Environmental Impact Assessment Commission. The independent consultancy firm Haskoning is carrying out the study.
The publication will take place in 2026–2027 alongside the project decision and associated permits. All documents will be published on the Government website.

Project decision and the necessary permits
2027 (expected)

The Ministry of Economic Affairs and Climate Policy, in collaboration with the Ministry of Agriculture, Fisheries, Food Security and Nature, is expected to grant ONE-Dyas the final licences for the development of the N04-A gas field in the North Sea.
